Sir Thank you for allowing me an opportunity to talk on your show today.

If you do get the chance to talk to someone from the school board and they say they cut the JROTC program at Mandarin High because of the budget please ask why they didnt cut all the high schools JROTC's and Why Lee got to keep their program?

FYI - I did file a complaint with State of Florida Dept. of Education against the School Board Monday and plan on staying on top of it.

I have written plea's to everyone mentioned in this letter but included Tommy Hazouri our School Board Representative. Other parents have done the same. He says its up to the Principal, she says its up to the school board.  I just heard today Lee got back their program but their instructors have to electronically monitor a computer class but Mandarin will have no NJROTC program. The kids are tho only ones that will hurt form this and the Senior and Junior Cadets are having opportunities taken away. Parents have offered to raise money but the schools still wont let the JROTC programs exist if the Military instructors wont teach additional electives outside of Military Science.

Can someone anyone help the School Board see they cant break an act of congress and to leave the ROTC programs alone? Please?

Because instructors are not allowed to teach outside of Military Instruction Commander Hibbard who works out of NAS Jax and over sees all JROTC programs in South Georgia and North Florida (thats all branches navy, army, air force, marines) sent a letter of Warning to Mandarin High and School Superintendent Pratt-Dannels they were risking having the program pulled from the school if the regulation continued to be broken.

(The way I understand it Dr. Richarson didnt mind if the JROTC program left since she didnt care for it any way and more money could be applied to her pet project AICE where she was already taking money from the ROTC program to cover her AICE program.) As few as 7 kids are in these classes, so Ive heard.

Just before school let out 5 high schools were told their JROTC programs were canceled due to lack of money and the instructors were given RIF letters.  Parents from Mandarin High met with Dr. Richarson and asked if Cdr. Hibbard agreed could the Officer from Lee over see both Mandarin and Lee enlisted instructors. She said she would consider it, the instructors would still have teach out side of military instruction and took the idea to the cluster Chief.

Cdr. Hibbard said no

Im trying to generate some interest in this and have sent it to Steve Patterson, Matt Galnor and Larry Hannan. Governor Scott, Joint Chief of Staff, Dept. of the Navy.
Schools say if Military Instructors don't teach extra classes the ROTC programs will be shut down.
Cdr. Akins is retiring from Mandarin High and the Principal wont hire another officer to take his place. She says its up to the school board and Tommy Hazouri says its up to the Principal. Its the kids that end up being hurt.
Please Help

Federal Regulation 1533.9k enacted by congress governs all the JROTC programs across the country. The instruction specifically states... To assign NJROTC instructors only those duties connected with the instruction, operation and administration of the NJROTC program.

There is the stalemate, maybe with your ability to reach out to the community we can find some private funding from the area military groups retired and active to help the schools.  I know a couple of these schools have a low attendance in the program but Mandarin High had over 160 cadets in their program and were told it was too low to keep the program.

FYI the school Board is shutting down 5 area high school ROTC programs because of money and the Navy's reluctance to go against federal law CNET 1533.9K  like the Board wants them to do they are at a stalemate

From the School Board....

Concern: Ms. *** is concerned with the possible loss of the ROTC program at Mandarin HS. She understands the money issues involved, and indicates that parents would be willing to help out.  She would like to know if anything can be done to save the program.  An e-mail with additional information is attached to the CS assignment e-mail.

Resolution: The District has provided notice to the Navy that the Navy JROTC program at Mandarin High School will be eliminated for the 2011-2012 school year.  In a final effort t to preserve programs, we have asked for consideration of any of the following accommodations that might allow us to reinstate these valuable programs:

Allow the district to share unit instructors (one commissioned officer and one enlisted officer) between two schools with low enrollment

Allow the program to operate with one JROTC instructor 
Permit the JROTC instructors to teach additional courses (not related to the program) during school hours at no additional cost to the District

Eliminate or reduce (to a maximum of 5 days) required instructor compensation for summer activities

If any of the above accommodations are grated we will reconsider the decision to eliminate the program and advise you of any program reinstatement.
