New Suffrage Amendment Needed

Background:

We must find a way to prevent those who sponge off the system without having skin in the game from voting.

Those not having skin in the game are those looking for government handouts. Thereby, it is those who are most apt to vote for a liberal leaning electorate. If those individuals had not cast a ballot in the most resent general election, the outcome would have been much different.

Moreover, should amnesty be granted today for the millions of illegal aliens, it would further exacerbate the demographic of those not having skin in the game and voting for interests not aligned with the founding principles of this Nation.

During the last general election in 2012, a whopping 37% of those voting where either unemployed or not in the labor force (US Census Bureau, 2012, Table 6). Obviously, this has had a diluting, detrimental affect on the outcome for the fiscally conservative base.

Is there relief to be found in the Constitution?

Amendment XIV , Section 2.

"Representatives shall be apportioned among the several States according to their respective numbers...excluding Indians [i.e., those] not taxed."

Question/Argument:

If one must be taxed to be counted for the reason of apportionment and for the purpose of representation, should not one also be taxed to cast his or her ballot to elect his or her representative?

Was it the framers' intent to imply that only those who be taxed be counted? To expound, was it their intent that only those allowed to commit the act of suffrage be taxpayers?

During the time when we claimed our independence from England, only land owners were allowed to vote. Clearly, this was too restrictive. However, in rescinding that requirement, the popular electorate has become susceptible to government bribes in the form of welfare and other handouts. Hence, they now have an unnatural bias in the process after years of systematic integration into the welfare state. Moreover, they do not contribute to the liberal system they continue to install today. In effect, they reap the fruits without any labor.

In summation, if one is not taxed, how can he or she claim taxation without representation? Consequently, how can one be granted suffrage without taxation?

Purposed Amendment:

If a citizen claims a payment value greater than $0.01 on his or her individual federal income tax return, that citizen shall retain the right to suffrage in accordance with his or her State's constitution.

If a citizen claims a payment value less than $0.01 on his or her individual federal income tax return or receives monetary valued federal assistance, benefits or credits, intrinsic or otherwise, exceeding his or her individual federal income return payments, that citizen shall surrender his or her right to suffrage until such time he or she fulfills the requirement of claiming a payment value greater than $0.01 on his or her individual federal income tax return.

It would appear to exclude retirees, students, persons with a failing business, the disabled, farmers with a bad crop year a a few others.

So everyone who is on social security cannot vote if they don't pay taxes?
