City Council Bill 2011 361 Regional Transportation Center; more info on the background. You will be shocked!

Below info is primarily from this link, and various pages off this homepage. I have taken the liberty of doing cut and paste on some. Interesting reading, and don't believe for a minute this is a no cost project. The JTA has ideas of grandeur and MUCH power.

Governor Charlie Crist signs a legislation bill (sponsored by the late Senator Jim King and Representative Audrey Gibson) that explores unifying the regions seven counties transportation initiatives under one governing entity.

Studies and Legislation

The idea of developing a regional approach to transportation in Northeast Florida has been discussed for several decades.

In 1987, Executive order 86-148 created the First Coast Regional Transportation Study Committee. The committee’s report recommended the creation of a 5-county regional transportation authority that would be governed by a 9-member governing board. No action was taken on these recommendations.

In 2009, House Bill 1213 was enacted requiring the JTA to perform a Regional Transportation Authority study at the direction of FDOT. That study affirmed the need for a regional approach to transportation in Northeast Florida but also recommended additional study. Most importantly, the 2009 Regional Transportation Authority Study Final Report found that the development of a regional transportation elements plan is needed as the basis for further action on any regional transportation initiative.

On June 4, 2010, Governor Crist signed Senate Bill 2470 into law (Public law 2010-212). Public Law 2010-212 establishes the North Florida Regional Transportation Study Commission (RTSC). The RTSC is required to submit its final report to the Governor, the President of the Senate, and the Speaker of the House of Representatives by December 31, 2012. Its final report must make specific legislative recommendations, including a regional transportation elements plan, the defining characteristics of transportation elements of regional significance, and an implementation plan for undertaking a regional transportation elements plan.

 


On June 4, 2010, Governor Crist signed Senate Bill 2470 into law (Public law 2010-212). Public Law 2010-212 established the North Florida Regional Transportation Study Commission (Commission).

The Commission members include representatives from each of the 7 counties in Northeast Florida (Baker, Clay, Duval, Flagler, Nassau, Putnam and St. Johns). Additionally, the Chair of the North Florida Transportation Planning Organization, Chair of the Northeast Florida Regional Council and the District II Secretary of the Florida Department of Transportation serve as ex-officio, non-voting members of the Commission.

The Commission is required to submit its final report to the Governor, the President of the Senate, and the Speaker of the House of Representatives by December 31, 2012.

The final report must make specific legislative recommendations, including a regional transportation elements plan, the defining characteristics of transportation elements of regional significance, and an implementation plan for undertaking a regional transportation elements plan. The implementation plan may include the establishment of the regional transportation authority, draft legislation, and any other recommendations the Commission deems appropriate.

This report gives a really good picture of what the JTA has planned and it is going to be VERY expensive, and they see themselves as being extremely powerful and without pretty much any oversight at all. This was from 2009, so I can only imagine what the report due on 12/31/2012 will look like, but that is the point. The report is not due until the end of 2012 which is 1 1/2 years from now. Still plenty of time to take a look at this and the fiscal impact on the taxpayers (the fiscal impact is going to be huge cause these folks are going to build an empire for themselves). I feel the reason Peyton and JTA are trying to do the land transfer now, is to start a process they plan on forcing us into. A study was done in 2008 or 2009 about the use of public transit and what people wanted, and only 13% of those in the poll said they would use such a thing. Most asked for better roads. Timing is everything though, and the study will be after Obama is removed from office hopefully, and he is the high speed rail/high rise living in centralized areas guy (with everyone walking, using public transit and riding a bicycle).

Ms. McBride Glory be to God I am only the messenger, he puts it in front of me and the strength and courage to present it. I have no idea how I end up upon the information I find, honest. 

 

Tom the city didnt delay the pension bills because the people spoke, trust me if they could have they would have.

399 was delayed because the State did not yet give the city approval they thought they were going to have by last night.

400 was delayed because the Police and Fire Fighters made some changes that were still under review, according to Webb changes that will work out for the better. For whom he didnt say but you can bet it was not for the people footing the Bill.

Tom, on the JTA, they amended to only give them 3 lots of land (I think) which will not relieve us of the 5 million obligation.............hell I don't know why we are worried, since everyone else doens't meet their contratual obligations and they stick on the taxpayers :).

 

Anyway, the JTA deal was not what was asked for.  So now, we have to fight approval of the RTC.  Webb said they would have to lobby for it to be passed, so the taxpayers will have to lobby that it not be passed given the liberties the other RTC have taken jamming stuff down the taxpayers throats.  CJ is stupendous totally.   You would have been so proud to have even known her last night.   She ended up with a ton of little groupies all around her!  Way to go CJ!

Well, last nights vote was pefect example of how our elected officials do not listen to the public.

A 100% yes vote on the JTA bill, Everbank deal passed, the only thing done correctly was to send the

pension bill to the new Council.

 Our work is not yet done, we need to work on replacing those that voted yes, next time around.

Many of these Councilmen are back in the new sessions, they need a lesson in humility.

I know I called their offices today to voice my disapproval.

When will we be able to stop the  special interest from getting their way?

Very frustrating.

I handed out maps last night of the proposed boundary changes to the sitting Council and three new incoming ones and entered into the the permanent record my speech and a map.

I was pleased Greg Anderson introduced himself to me and said he reads all my emails and likes what I say. Lori Boyle said pretty much the same thing after I dressed down SMG during a TRUE Comm. meeting and she gave me her card so I could send her my information on how they screwed the city (us) in their contracts.

Its nice to have "virgin" council people who are not yet tainted by those already in the system.  Im sure the seasoned council are eager to get their hands on the newbies so they can start swaying them to see things their way right away.

I will have to let them know the devil only tempts the ones he doesnt have yet

Agree 383 and 384 are a good pick CJ.  I am gathering enough info to at least let people know what they are about along with links for those who are interesting in doing the reading the bills etc.  I found the brochure on Enterprise Zones on COJ which has the maps, so will also put a link to that.

Thank you for all your work and today on air I will get into what I tried behind the scenes and we're not done. Incoming Councilmen who were there last night are aware of the travesty if you get a chance please listen at noon on AM600.

I didnt get a chance to finish reading my message but there is another program that Kamen can qualify for but it just doent tag the tax payers called Land Use Stewardship.

Kamen is a very good company and have been here a very long time, employ quite a few people and pay paid 23 million is taxes last year.

But they are not entitled to corp. welfare or breaking the law to do so.

 

JEDC needs to have its leash yanked and I hope these are the Bills to do it.

I was grateful Councilman Brown asked to see the message I wrote.  In it I have the Florida Stautes that govern Enterprise and Brownfield Zones.

Because of time constraints or because I thought better of it, I didnt read everything I wrote and Im sure (tehee) the Councilman will be jarred just a little.

You know I would be glad if you made it an issue on this site. Not only because these Bills need to be stopped because they opens up a whole slew of problems AND empowers the JEDC immensely  but it will enlighten the audience  to the information of how businesses can or cannot qualify for the funds and grants.

Ive asked Carla Miller about the ability to pursue a "special Interest" conflict by JEDC  by expanding the Zones to accommodate Kamen. 

I knew after reading EZ rules we could not stop Everbank from getting funds but I truly believe JEDC has over stepped their boundarys in these Bills. I want them gone they have burned the community so much by their ineptness it is incredible.
