This has a very strange taste to it... the assignments especially. Read each document very carefully and reason them out.
There are 3 main documents... 
1.)  The initial UCC-1 lien filed on July 28th 2011.   http://img690.imageshack.us/img690/2429/irslienonamericaearlier.pdf
This .pdf has a Water and Power Alliance overview brochure on the scroll.
2.)  The second is an Addendum to the original including additions... Read section 14 a few times!   Wow! they want to make it clear about Men  (not STRAWMAN)

I assume this is the lien for the new debt ceiling (line of credit) recently established....
