TU: Jacksonville City Council finds money slipping out of sight in big projects

How does the city not know this money was just sitting around for years in this account?   Could it be, perhaps, that our city government has exceeded the limits of size actually necessary to provide maintenance on city property and the city services they are charged with and can no longer do an adequate job managing the behemoth mess they have created?  Why is our city now more focused on doing work that is not their responsibility and pushing off as separately paid for and administered those things they are responsible for?  If this money is in the Riverwalk account, how many other accounts are showing inaccurate recorded balances?  This truly is outrageous!

Finding a few million dollars extra in Jacksonville's coffers  is a good thing. Right?

It would be, except the discovery is prompting City Council members to  question the accuracy of the city's system for tracking some big-ticket  spending.

Councilwoman Lori Boyer asked in April about money earmarked for repairs and  expansion of the Southbank Riverwalk, where many of the boardwalk's wooden  planks have decayed and splintered. The city's five-year project plan says the  Riverwalk will need $9.5 million by 2016, most of that borrowed and repaid with  interest. That included $2.5 million in hand already.

But it turns out the city has $15.4 million sitting in a Riverwalk account — more than enough for the project.

Some of it has been there for years.

Boyer called the Riverwalk budget "substantially inaccurate" and said council  members "have to require ... a much better job" from the city's budget  office.
