Times Union: Six in race for mayor; 5 on council get a walk

Qualifying ends for city elections on March 22 with runoff in May.

Months of jockeying and posturing are now over, and Jacksonville's next mayor will come from a pool of six candidates.

The field is led by Republicans Mike Hogan, Audrey Moran and Rick Mullaney, along with Democrat Alvin Brown.

Underfunded Democrat Warren Lee and Steve Irvine, who is running without a party affiliation, also qualified.

Five City Council members did not get opponents by Friday's noon deadline and will not have to campaign the next two months. Reggie Brown, Denise Lee, Warren Jones, Stephen Joost and Don Redman each will have another four-year term.

Supervisor of Elections Jerry Holland is also unopposed and will be back for another four-year term.

Mullaney, the former city general counsel, has the fund-raising advantage. Hogan, the Duval County tax collector, has the backing of the Fraternal Order of Police.

Moran, president of the Sulzbacher Center for the homeless, also has prominent backers and is reaching out to Democrats to build her base and attract votes many assume would go to Brown, a former Clinton administration aide.

Warren Lee has raised just more than $6,000 in a year, and Irvine, who finished fifth out of six candidates in 1995, told the Times-Union his chances of winning are "absolutely zero."

Mayor John Peyton cannot run again because of term limits. The field has one less person than in 2003, the last time the seat did not have an incumbent running.

Coming off an anti-incumbent push in the November elections, just more than half of the 12 council incumbents drew opponents.

Sheriff John Rutherford has two challengers, including former department spokesman Ken Jefferson.

The election is March 22, with a runoff in May for races where none of the candidates receive more than half the vote.
