Thrasher: 'No controversial bills in list of proposed Crist veto overrides'

The Florida Legislature purposefully steered clear of controversial legislation when compiling a list of vetoes to override, according to state Sen. John Thrasher. The list, which was mutually agreed upon by leadership in both chambers, will come to the floor during a special session that's been called for Nov. 16.

"This isn't about revenge on Gov. Crist," Thrasher said. "All of these pieces of legislation were bills that were passed pretty overwhelmingly."

At least one of the proposed overrides will benefit Jacksonville, Thrasher said, referring to Crist's veto of $9.7 million in funding for Shands.

Incoming Senate president Mike Haridopolos and Incoming Speaker Dean Cannon have called a one day special session on Nov. 16 to attempt to override ten of Gov. Charlie Crist's vetoes.

Republicans have supermajorities in both the House and Senate, essentially making the vetoes a done deal.

Each of the nine bills being considered got overwhelming support in both the House and Senate, with the exception of a bill, HB 5611, that would have moved the Department of Management Services from under the governor to the full Florida Cabinet. That bill passed the House 76-44, and the Senate 37-0.

Lawmakers will also consider overriding Crist's veto of $9.7 million intended for Shands Hospital. The money was used to treat low-income patients from outside the area.

Here is a full list of the bills:

HB 545 - Residential Property Sales

Repealed the requirement that coastal homeowners tell potential buyers of the home's windstorm mitigation rating. The bill was a top priority of the Florida Association of Realtors.

HB 569 - Landfill

Repealed a statewide ban on yard waste disposal in landfills.

HB 981 - Agriculture

A bill that would have had property appraisers value agriculture land based on agricultural value. Under current law, if agriculture land is sold at three-times its value it is assumed it will not be used for agriculture purposes, and it loses tax breaks associated with that use.

HB 1385 - Petroleum Site Clean Up

Would allow 4,985 owners of contaminated sites to ask the state to declare that no further cleanup action is required if specific requirements are met.

HB 1516 State-Owned Lands

Requires that property appraisers inspect state land whenever a citizen requests it. Also requires the state to develop a database of all state-owned lands. be used to create a comprehensive system and allow for full implementation within nine months of starting work.

HB 1565 - Rulemaking

Bill would have required the any state agency that wanted to pass a new regulation that would cost the state more than $1 million over five years to first get it approved by the legislature.

HB 5603 - Department of Financial Services

A bill supported by CFO Alex Sink that would have helped reduce the cost of certain drugs in the state's worker-compensation program.

SB 1842: Transportation Projects

Requires the Department of Transportation to notify certain property owners of some proposed projects before final design.
