Some of the action taken at the Jacksonville City Council meeting Tuesday night:

Issue: Tentative approval of the budget and property tax rate

What it means: The council gave tentative approval of several bills that will constitute the property tax rates and budgets for Duval Couny. Final approval is scheduled for Sept. 28. Bill Nos. 2010-554, -555, -556, and -557

Action: Tentatively approved, 13-5 (Bishop, Clark, Crescimbeni, Johnson, Yarborough)

Issue: Animal control

What it means: Committees have recommended approval of a bill that would drastically change city ordinances governing animal ownership and breeding. It includes sweeping changes to animal control laws, which had not been substantially revised in decades. Bill No. 2010-527

Action: Postponed until Oct. 12.

Issue: Indigent health care

What it means: The council is asked to authorize the annual $23.8 million payment to Shands Jacksonville hospital for indigent health care. Bill No. 2010-660

Action: Approved, 18-0

Issue: Ash warnings

What it means: The Duval County Property Appraiser's Office would be directed to keep notices on property records identifying lots where incinerator ash might have polluted the soil. The city's top lawyer concluded too many lots were targeted. Bill No. 2010-703.

Action: Withdrawn.
