The Obama administration’s claim to have been surprised by the wave of children flooding over out borders may turn out to be another political lie of the year. Sundance of Conservative Treehouse noticed a very peculiar advertisement:

On January 29th of this year, the federal government posted an advertisement seeking bids for a vendor contract to handle “Unaccompanied Alien Children“.

Not just any contract mind you, but a very specific contract – for a very specific number of unaccompanied minors: 65,000.

•  Why would DHS and ICE be claiming “surprise” by the current influx of unaccompanied minors on the border in June, when they were taking bids for an exact contract to handle the exact situation in January?

• Secondly, how could they possibly  anticipate 65,000 unaccompanied minors would be showing up at the border, when the most ever encountered in a previous year was 5,000 total ?

A. Introduction

U.S. Immigration and Customs Enforcement (ICE), a component of the Department of Homeland Security (DHS), has a continuing and mission critical responsibility for accepting custody of Unaccompanied Alien Children (UAC) from U.S. Border Patrol and other Federal agencies and transporting these juveniles to Office of Refugee Resettlement (ORR) shelters located throughout the continental United States. ICE is seeking the services of a responsible vendor that shares the philosophy of treating all UAC with dignity and respect, while adhering to standard operating procedures and policies that allow for an effective, efficient, and incident free transport. The Contractor shall provide unarmed escort staff, including management, supervision, manpower, training, certifications, licenses, drug testing, equipment, and supplies necessary to provide on-demand escort services for non-criminal/non-delinquent unaccompanied alien children ages infant to 17 years of age, seven (7) days a week, 365 days a year. Transport will be required for either category of UAC or individual juveniles, to include both male and female juveniles. There will be approximately 65,000 UAC in total: 25% local ground transport, 25% via ICE charter and 50% via commercial air. Escort services include, but are not limited to, assisting with: transferring physical custody of UAC from DHS to Health and Human Services (HHS) care via ground or air methods of transportation (charter or commercial carrier), property inventory, providing juveniles with meals, drafting reports, generating transport documents, maintaining/stocking daily supplies, providing and issuing clothing as needed, coordinating with DHS and HHS staff, travel coordination, limited stationary guard services to accommodate for trip disruptions due to inclement weather, faulty equipment, or other exigent circumstances. In emergency situations, the Contractor shall be called on to provide temporary shelter locations (such as trailers) with shower facilities for juveniles who are pending placement with HHS when bed space is unavailable nationwide for extended periods of time. The Contractor shall provide temporary guard services and other support as necessary during these emergencies.

In addition, the Contractor shall have personnel who are able to communicate with juveniles in their own designated language(s). While this may not require each employee to be fluent in all of the encountered languages, personnel should have access to and knowledge of translation services.

B. ICE Standards/Special Requirements

The contractor is required to perform in accordance with the ICE Performance Based National Detention Standards (PBNDS 2011), all ICE policies related to the transportation of juveniles (see the ICE Family Residential Standards at http://www.ice.gov/detention-standards/family-residential/) as well as the Flores Settlement Agreement, the Trafficking Victims Protection Re-authorization Act of 2008, and the Homeland Security Act of 2002. In cases where other standards conflict with DHS/ICE Policy or Standards, DHS/ICE Policy and Standards will prevail. ICE Inspectors will conduct periodic inspections to assure compliance of the aforementioned standards.

Personnel shall have the knowledge and experience to transport individual children with special needs. Often times, children with special needs may require a transportation method that is time saving and direct, i.e. by commercial airline. Contractor shall also provide for accompanying medical care. Additionally, due to exigent circumstances, the Contractor shall be required to transport juveniles via ground to HUB airports or other staging areas that are not located within the area of initial apprehension.

The Contractor shall follow a fully developed training curriculum and transporting staff shall have the highest level of competency possible. Areas of training shall include, but are not limited to the following: Airport rules and regulations for travelers, crisis intervention, child development, working with and transporting youth with special needs, transporting youth with behavioral problems, CPR & First Aid training, non-secured UAC policy and procedures and the implementation of contingency plans in the event of a crisis during transport, which include d-escalation techniques.

• Background Investigations and Suitability Screenings will be conducted on all Contract Employees by the Office of Professional Responsibility and Personnel Security Unit (OPR-OSU).
• The Contractor shall agree that each employee working on this contract will successfully pass the DHS Employment Eligibility (E-Verify) program operated by USICS to establish work authorization and U.S. Citizenship.
• Employees must reside in the United States.

C. Contract Type

The Government anticipates awarding a five (5) year Fixed Price Indefinite Delivery, Indefinite Quantity (IDIQ) contract vehicle consisting of a one year base period, and four (4) option years. The Service Contract
Act is applicable to this acquisition. All required clauses, provisions will be included in the solicitation and resulting contractual instrument.

The anticipated release date of the solicitation is March 3, 2014. The solicitation closing date will be thirty (30) days after release of the Request for Proposal (RFP).

Projected Set-Aside: All business sizes are welcome to participate; however, ICE is trying to determine small business interest, particularly HubZone companies. All information received in response in to this notice will be used to determine the appropriateness of any small business set-aside for this requirement.

D. Place of Performance:

Service Area: Throughout the Continental United States (US)

The area(s) or region(s) serviced may occur either with a phased approach over a period of several months to a full year. Alternatively, the Contractor shall perform the entire transportation function upon full funding. For example, the following two circumstances may occur: (1) The contractor could initially provide transportation services only in the Southwest Region of the U.S. for those juveniles who are apprehended in the state of Texas; or, (2) The Contractor may be required to provide transportation services for all juveniles who are in DHS custody throughout the continental U.S.

E. RFI Purpose/Requirements

The purpose of this RFI is to obtain market information and capabilities for planning purposes and to determine appropriate strategies to meet the Agency's requirements. This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a commitment for an RFP in the future. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. Responders are advised that the Government will not pay for any information or administrative cost incurred in response to this announcement and information submitted in response to this RFI will not be returned.

We can't stop someone on the Mexican side of the border, that would be up to Mexico. The fact that we are detaining them is proof that the border is adequately patrolled and your security maintained.

As far as the use of religion to act against the better interests of our country, it is you Patricia that fervently asserts that we are a Christian country. Well, what then does that mean? Is it just a slogan? A political hammer to be used against those progressives who say they don't believe in school prayer? Who say that we shouldn't use the bible as a source of our lawmaking? Who think that our destiny is controlled by our own actions rather than the intervention of God?

Because being Christian doesn't start or begin at the border, it is a means of understanding how we relate to every other human being on earth and the earth itself. It is how one guides their life choices, by employing the values and teachings of Jesus Christ.

Maybe this is the hand of God, leading these children to a Christian nation. It may be a test of our faith. There are constant complaints of Obama that he is waging a war on religion, yet in this moment, when Christianity is not defined by a slogan, rather an act of sacrifice and love of stranger, we choose to be at best indifferent, at worst, contemptuous of the poorest among us.

If you do not believe this is something for our country to do, then do somethiung to help these victims, because that is what they are, victims.

You mention that they are diseased, all the more reason to take them in. You can pretend that not helping the sick, the poor, the weak is okay with your Christian view of the world, but it is not. There may be a debateable point of view on this issue politically, but within the Christian faith, this is one of the clearest of all points .

Carole, it is really bad and trying to use religion to push for this is beyond hideous.  Amanda, here is a letter from a woman who lives close to the border............do you feel any empathy for her?  Here is what "your best and brightest" are doing to American citizens who have the misfortune to get in their path.  I have included the link below her letter.

One such woman with whom I correspond wrote me today and she was literally begging for help. For her security I have kept her identity anonymous and reproduced her letter in its entirety below. She describes a personal Hell they are living in, through no fault their own, created by subversive politicians. Her words say it much better than mine could. She’s living it and she’s very afraid for herself and her family.  Letter follows here:

We cannot take anymore of this down here! We live in fear in our own homes and in our own country. Most are packing up and leaving South Texas Rio Grande Valley already. Especially our farmers. Their lives are being threatened daily by illegal alien criminals. We need help! Desperate! Nobody is doing anything to help us or stop this madness! This has to STOP! Now Texas has just approved to increase classroom sizes even more! Our schools are overrun by illegal alien kids already and packed to the max! Although Ahmed is a sociopath and extremely violent, we hope that your sensitivity to what you described as his 'attitudinal problem' will help him overcome those character flaws. Perhaps you are correct in describing these problems as mere cultural differences. We understand that you plan to offer counseling and home schooling, however, we strongly recommend that you hire some assistant caretakers. 

Please advise any Jewish friends, neighbours or relatives about your house guest, as he might get agitated or even violent, but we are sure you can reason with him.  He is also expert at making a wide variety of explosive devices from common household products, so you may wish to keep those items locked up, unless in your opinion, this might offend him.  Your adopted terrorist is extremely proficient in hand-to-hand combat and can extinguish human life with such simple items as a pencil or nail clippers.  We advise that you do not ask him to demonstrate these skills either in your home or wherever you choose to take him while helping him adjust to life in our country.  
Ahmed will not wish to interact with you or your daughters except sexually, since he views females as a form of property, thereby having no rights, including refusal of his sexual demands.  This is a particularly sensitive subject for him.  

You also should know that he has shown violent tendencies around women who fail to comply with the dress code that he will recommend as more appropriate attire.  I'm sure you will come to enjoy the anonymity offered by the burka over time. Just remember that it is all part of respecting his culture and religious beliefs' as described in your letter.  

You take good care of Ahmed and remember that we will try to have a counselor available to help you over any difficulties you encounter while Ahmed is adjusting to Canadian culture.

My goodness aren't you a good little progressive liberal, and will you want your children playing with some of these folks who have scabbies, TB, head lice, and a number of other illnesses that are rarely seen in our country any longer.  And we are not testing them for TB or Ebola which is believed to have been brought in as well.  No blood tests, so we won't know until, like Sacramento and the TB outbreak, we won't know until a bunch of American children get it and die in some cases.  Your buddy in the white house created this problem by not enforcing the law, and now, given his very poor record of knowing what to do period about anything, you think he can fix it.  And I might also say since Obama cherry picks the laws he will enforce and ignores ones that don't fit into his ideology and his plan to turn us into a 3rd world country with all the diseases as well and the debt,  I have little hope that even if an immigration reform bill was passed through the congress that he would sign it unless it was what he wanted or enforce the whole bill.  He would do what he does with everything else and cherry pick those things he agrees with or perhaps he could once again rewrite the law illegally.  

I vote we send them back.  I vote we not send one more dime in foreign aid to any country that gave these folks the money to leave and come here until they stop doing that and take back their people.  I forget about the guilt trip and "those poor little children".................and don't bother quoting the bible, because the person who created this mess is more into the Koran I believe.

The point is this, we are all immigrants. To come in to the US, you showed up, that was what immigration was like. Now it is unworkable. People who are here can obtain no status. We are turning away the best and the brightest along with the those who have the misfortune at being born in the wrong locale. Good and bad seek entry. So develop a policy and stop calling every solution amnesty. Otherwise just sit and watch as failure turns to crisis.
But to my point, WWJD? It is not meant to guilt you but to provide a moment of reflection. We claim to be a Christian nation. Well this is when you prove it. The story of the Good Samaritan is the story of a man who was looked down upon by Israelites proved himself more than deserving.
Christ's view of children was so different from his time. Children were little more than sources of labor prior to this philosophy. We are better than this.
