We are asking all FCTP members around the country to engage in an email/phone campaign to send a strong message to ALL ELECTED OFFICIALS that we will not accept or tolerate the continued refusal to secure our borders AND we will not accept or tolerate the placement of these illegals in our state.

AND, we are AWARE that this entire mass entry is the result of a PLANNED program developed by our FEDERAL government for the purpose of OVERWHELMING our system. JUST MORE CHAOS TO ADD TO THE LONG LIST.

Stunning: DHS solicited bids for vendor to handle 65,000 unaccompanied minors -- IN JANUARY!

The Obama administration’s claim to have been surprised by the wave of children flooding over out borders may turn out to be another political lie of the year. Sundance of Conservative Treehouse noticed a very peculiar advertisement:

On January 29th of this year, the federal government posted an advertisement seeking bids for a vendor contract to handle “Unaccompanied Alien Children“.

Not just any contract mind you, but a very specific contract – for a very specific number of unaccompanied minors: 65,000.

•  Why would DHS and ICE be claiming “surprise” by the current influx of unaccompanied minors on the border in June, when they were taking bids for an exact contract to handle the exact situation in January?

• Secondly, how could they possibly  anticipate 65,000 unaccompanied minors would be showing up at the border, when the most ever encountered in a previous year was 5,000 total ?

[...] The Contractor shall provide unarmed escort staff, including management, supervision, manpower, training, certifications, licenses, drug testing, equipment, and supplies necessary to provide on-demand escort services for non-criminal/non-delinquent unaccompanied alien children ages infant to 17 years of age, seven (7) days a week, 365 days a year. Transport will be required for either category of UAC or individual juveniles, to include both male and female juveniles. There will be approximately 65,000 UAC in total: 25% local ground transport, 25% via ICE charter and 50% via commercial air.

This stinks to high heaven. It is time to subpoena the people who placed the ad to give testimony in Congress.

A. Introduction

U.S. Immigration and Customs Enforcement (ICE), a component of the Department of Homeland Security (DHS), has a continuing and mission critical responsibility for accepting custody of Unaccompanied Alien Children (UAC) from U.S. Border Patrol and other Federal agencies and transporting these juveniles to Office of Refugee Resettlement (ORR) shelters located throughout the continental United States. ICE is seeking the services of a responsible vendor that shares the philosophy of treating all UAC with dignity and respect, while adhering to standard operating procedures and policies that allow for an effective, efficient, and incident free transport. The Contractor shall provide unarmed escort staff, including management, supervision, manpower, training, certifications, licenses, drug testing, equipment, and supplies necessary to provide on-demand escort services for non-criminal/non-delinquent unaccompanied alien children ages infant to 17 years of age, seven (7) days a week, 365 days a year. Transport will be required for either category of UAC or individual juveniles, to include both male and female juveniles. There will be approximately 65,000 UAC in total: 25% local ground transport, 25% via ICE charter and 50% via commercial air. Escort services include, but are not limited to, assisting with: transferring physical custody of UAC from DHS to Health and Human Services (HHS) care via ground or air methods of transportation (charter or commercial carrier), property inventory, providing juveniles with meals, drafting reports, generating transport documents, maintaining/stocking daily supplies, providing and issuing clothing as needed, coordinating with DHS and HHS staff, travel coordination, limited stationary guard services to accommodate for trip disruptions due to inclement weather, faulty equipment, or other exigent circumstances. In emergency situations, the Contractor shall be called on to provide temporary shelter locations (such as trailers) with shower facilities for juveniles who are pending placement with HHS when bed space is unavailable nationwide for extended periods of time. The Contractor shall provide temporary guard services and other support as necessary during these emergencies.

In addition, the Contractor shall have personnel who are able to communicate with juveniles in their own designated language(s). While this may not require each employee to be fluent in all of the encountered languages, personnel should have access to and knowledge of translation services.

B. ICE Standards/Special Requirements

The contractor is required to perform in accordance with the ICE Performance Based National Detention Standards (PBNDS 2011), all ICE policies related to the transportation of juveniles (see the ICE Family Residential Standards at http://www.ice.gov/detention-standards/family-residential/) as well as the Flores Settlement Agreement, the Trafficking Victims Protection Re-authorization Act of 2008, and the Homeland Security Act of 2002. In cases where other standards conflict with DHS/ICE Policy or Standards, DHS/ICE Policy and Standards will prevail. ICE Inspectors will conduct periodic inspections to assure compliance of the aforementioned standards.

Personnel shall have the knowledge and experience to transport individual children with special needs. Often times, children with special needs may require a transportation method that is time saving and direct, i.e. by commercial airline. Contractor shall also provide for accompanying medical care. Additionally, due to exigent circumstances, the Contractor shall be required to transport juveniles via ground to HUB airports or other staging areas that are not located within the area of initial apprehension.

The Contractor shall follow a fully developed training curriculum and transporting staff shall have the highest level of competency possible. Areas of training shall include, but are not limited to the following: Airport rules and regulations for travelers, crisis intervention, child development, working with and transporting youth with special needs, transporting youth with behavioral problems, CPR & First Aid training, non-secured UAC policy and procedures and the implementation of contingency plans in the event of a crisis during transport, which include d-escalation techniques.

• Background Investigations and Suitability Screenings will be conducted on all Contract Employees by the Office of Professional Responsibility and Personnel Security Unit (OPR-OSU).
• The Contractor shall agree that each employee working on this contract will successfully pass the DHS Employment Eligibility (E-Verify) program operated by USICS to establish work authorization and U.S. Citizenship.
• Employees must reside in the United States.

C. Contract Type

The Government anticipates awarding a five (5) year Fixed Price Indefinite Delivery, Indefinite Quantity (IDIQ) contract vehicle consisting of a one year base period, and four (4) option years. The Service Contract
Act is applicable to this acquisition. All required clauses, provisions will be included in the solicitation and resulting contractual instrument.

The anticipated release date of the solicitation is March 3, 2014. The solicitation closing date will be thirty (30) days after release of the Request for Proposal (RFP).

Projected Set-Aside: All business sizes are welcome to participate; however, ICE is trying to determine small business interest, particularly HubZone companies. All information received in response in to this notice will be used to determine the appropriateness of any small business set-aside for this requirement.

D. Place of Performance:

Service Area: Throughout the Continental United States (US)

The area(s) or region(s) serviced may occur either with a phased approach over a period of several months to a full year. Alternatively, the Contractor shall perform the entire transportation function upon full funding. For example, the following two circumstances may occur: (1) The contractor could initially provide transportation services only in the Southwest Region of the U.S. for those juveniles who are apprehended in the state of Texas; or, (2) The Contractor may be required to provide transportation services for all juveniles who are in DHS custody throughout the continental U.S.

E. RFI Purpose/Requirements

The purpose of this RFI is to obtain market information and capabilities for planning purposes and to determine appropriate strategies to meet the Agency's requirements. This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a commitment for an RFP in the future. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. Responders are advised that the Government will not pay for any information or administrative cost incurred in response to this announcement and information submitted in response to this RFI will not be returned.

This problem was created by George W Bush in 2008 when he signed into law the William Wilberforce Child Protective Act which provided the mechanism that is being employed today to deal with these children. Further, the failure to pass in the house the Senate Immigration bill which deals with this problem is the problem. So, though I do feel for these children's plight, the real solution is to have a solution. We cannot do anything but interdiction and process them through the courts as is

So, Amanda, if we don't agree with you and jump off the destroy our country thing, we aren't Christians.  Nice try, but I happen to disagree with you and think these children should be sent back for their own countries to deal with.  As Carole has pointed out, what kind of parents do such a thing, but then, a number of the parents came with their children so they were really unaccompanied.  Having read a few things of late, the only way they could have paid for this is if their government used the aid we sent them to get these folks out of THEIR country and these are the folks you should be angry with, but apparently you only have one viewpoint on this issue (not surprised one bit).  I don't know of anyone who will bankrupt themselves doing what you ask and that doesn't make them bad Christians; it just means, unlike you, the understand their limitations financially and have common sense (something no one could accuse Obama of).

You are right that these kids have to be going through hell right now. Imagine what kinds of parents would send them to the unknown with no protection. We don't live in their culture, so we cannot.  Yes, we have the ability to at least provide for one more country, but that would be at the cost of giving up our own, which really looks more and more like that is the intent. These kids here now are not the end of it. Look back to 2012 when this first started and watch the numbers increase. This is from the Christian Science Monitor. I find it hard to believe that it's an incompetence issue:

At issue is Mr. Obama's Deferred Action for Childhood Arrivals (DACA), which in 2012 allowed some undocumented immigrants who came to America as minors to defer deportation for two years. Last week, the administration announced guidelines for how these immigrants could defer deportation for a further two years. 

DACA would not apply to anyone coming across the border today. Only undocumented immigrants who were brought to the US as minors before June 15, 2007, are eligible. But to Republican critics, DACA created the opportunity for misinformation and confusion.

"Word has gotten out around the world about President Obama's lax immigration enforcement policies and it has encouraged more individuals to come to the United States illegally," said Rep. Bob Goodlatte (R) of Virginia, a key broker in immigration reform efforts on Capitol Hill, in a statement last week.

During the decade preceding fiscal year 2012, the federal government agency tasked with caring for unaccompanied minors who cross the border illegally dealt with an average of 7,000 to 8,000 cases a year, according to a Department of Health and Human Services fact sheet. In fiscal year 2011, the number was 6,560.

The following year, however, the number jumped to 13,625. This fiscal year, which ends Sept. 30, 2014, federal officials are estimating that the number could be 80,000, according to an internal memo cited by The New York Times.

Obama called the situation a "humanitarian crisis" Monday. Poverty and violence are driving the migration, administration officials say, and activists working with migrants agree. But some also suggest that DACA could be a factor.

I would say tea partiers first, Christians second. I think the saying is "God, country, party." Think the order is out of whack. Hey look, the administration is on your side as far as sending them back. I realize my opinion is in the minority. I just try to imagine the hellish lives these children are trying to escape, and we have the means to do something real and tangible to change their lives. I can't believe that the vast majority would be grateful and enthusiastic citizens. We could do worse. They could be like residents of West Virginia who are on disability at twice the national rate. I will trade you even up.

Well at least we can be spared the hypocrisy going forward when people say we are a Christian country. Because we know deep down in our heart of hearts, that dog don't hunt.

Agree Carole.  We don't have enough money to take care of Americans as we are pretty much bankrupt, so we can't divert money that should be going to care for our veterans and our own poor to take care of a group of people who are not even in the country legally.  And yes, there is much concern about the problems this creates for our country.  A recent article said himself is moving 290,000 into cities and towns and already some of the cities and towns along our southern border are bankrupt!   The money tree has been extinquished.............no one has it including the federal government and the whole thing is totally out of control!

I would suggest that following news on the border is where we need to focus along with the realities with these settlement camps.  Google Marine Corps Generral John Kelly and see his comments along with mayors and Governors that have these folks being brought to their cities or states and the questions come up:  How are we to care for these folks and the list of questions that come up because of the unexpected arrival of illegals that need housing, medical attention, food, clothing and an education.  If these illegals can be sent to cities and states around the country, they can be sent back to their homeland. America can't take care of the world's problems.

I do feel for her. I also feel for the children. It need not be mutually exclusive. My faith does not allow me an ala carte in terms of the duties that come with it. Jesus directed us to be our brother's keeper, to care for the weak, the poor, the hungry, the homeless and especially the children. He did not say to check their immigration status first.
