We are asking all FCTP members around the country to engage in an email/phone campaign to send a strong message to ALL ELECTED OFFICIALS that we will not accept or tolerate the continued refusal to secure our borders AND we will not accept or tolerate the placement of these illegals in our state.

AND, we are AWARE that this entire mass entry is the result of a PLANNED program developed by our FEDERAL government for the purpose of OVERWHELMING our system. JUST MORE CHAOS TO ADD TO THE LONG LIST.

The Obama administration’s claim to have been surprised by the wave of children flooding over out borders may turn out to be another political lie of the year. Sundance of Conservative Treehouse noticed a very peculiar advertisement:

On January 29th of this year, the federal government posted an advertisement seeking bids for a vendor contract to handle “Unaccompanied Alien Children“.

Not just any contract mind you, but a very specific contract – for a very specific number of unaccompanied minors: 65,000.

•  Why would DHS and ICE be claiming “surprise” by the current influx of unaccompanied minors on the border in June, when they were taking bids for an exact contract to handle the exact situation in January?

• Secondly, how could they possibly  anticipate 65,000 unaccompanied minors would be showing up at the border, when the most ever encountered in a previous year was 5,000 total ?

A. Introduction

U.S. Immigration and Customs Enforcement (ICE), a component of the Department of Homeland Security (DHS), has a continuing and mission critical responsibility for accepting custody of Unaccompanied Alien Children (UAC) from U.S. Border Patrol and other Federal agencies and transporting these juveniles to Office of Refugee Resettlement (ORR) shelters located throughout the continental United States. ICE is seeking the services of a responsible vendor that shares the philosophy of treating all UAC with dignity and respect, while adhering to standard operating procedures and policies that allow for an effective, efficient, and incident free transport. The Contractor shall provide unarmed escort staff, including management, supervision, manpower, training, certifications, licenses, drug testing, equipment, and supplies necessary to provide on-demand escort services for non-criminal/non-delinquent unaccompanied alien children ages infant to 17 years of age, seven (7) days a week, 365 days a year. Transport will be required for either category of UAC or individual juveniles, to include both male and female juveniles. There will be approximately 65,000 UAC in total: 25% local ground transport, 25% via ICE charter and 50% via commercial air. Escort services include, but are not limited to, assisting with: transferring physical custody of UAC from DHS to Health and Human Services (HHS) care via ground or air methods of transportation (charter or commercial carrier), property inventory, providing juveniles with meals, drafting reports, generating transport documents, maintaining/stocking daily supplies, providing and issuing clothing as needed, coordinating with DHS and HHS staff, travel coordination, limited stationary guard services to accommodate for trip disruptions due to inclement weather, faulty equipment, or other exigent circumstances. In emergency situations, the Contractor shall be called on to provide temporary shelter locations (such as trailers) with shower facilities for juveniles who are pending placement with HHS when bed space is unavailable nationwide for extended periods of time. The Contractor shall provide temporary guard services and other support as necessary during these emergencies.

In addition, the Contractor shall have personnel who are able to communicate with juveniles in their own designated language(s). While this may not require each employee to be fluent in all of the encountered languages, personnel should have access to and knowledge of translation services.

B. ICE Standards/Special Requirements

The contractor is required to perform in accordance with the ICE Performance Based National Detention Standards (PBNDS 2011), all ICE policies related to the transportation of juveniles (see the ICE Family Residential Standards at http://www.ice.gov/detention-standards/family-residential/) as well as the Flores Settlement Agreement, the Trafficking Victims Protection Re-authorization Act of 2008, and the Homeland Security Act of 2002. In cases where other standards conflict with DHS/ICE Policy or Standards, DHS/ICE Policy and Standards will prevail. ICE Inspectors will conduct periodic inspections to assure compliance of the aforementioned standards.

Personnel shall have the knowledge and experience to transport individual children with special needs. Often times, children with special needs may require a transportation method that is time saving and direct, i.e. by commercial airline. Contractor shall also provide for accompanying medical care. Additionally, due to exigent circumstances, the Contractor shall be required to transport juveniles via ground to HUB airports or other staging areas that are not located within the area of initial apprehension.

The Contractor shall follow a fully developed training curriculum and transporting staff shall have the highest level of competency possible. Areas of training shall include, but are not limited to the following: Airport rules and regulations for travelers, crisis intervention, child development, working with and transporting youth with special needs, transporting youth with behavioral problems, CPR & First Aid training, non-secured UAC policy and procedures and the implementation of contingency plans in the event of a crisis during transport, which include d-escalation techniques.

• Background Investigations and Suitability Screenings will be conducted on all Contract Employees by the Office of Professional Responsibility and Personnel Security Unit (OPR-OSU).
• The Contractor shall agree that each employee working on this contract will successfully pass the DHS Employment Eligibility (E-Verify) program operated by USICS to establish work authorization and U.S. Citizenship.
• Employees must reside in the United States.

C. Contract Type

The Government anticipates awarding a five (5) year Fixed Price Indefinite Delivery, Indefinite Quantity (IDIQ) contract vehicle consisting of a one year base period, and four (4) option years. The Service Contract
Act is applicable to this acquisition. All required clauses, provisions will be included in the solicitation and resulting contractual instrument.

The anticipated release date of the solicitation is March 3, 2014. The solicitation closing date will be thirty (30) days after release of the Request for Proposal (RFP).

Projected Set-Aside: All business sizes are welcome to participate; however, ICE is trying to determine small business interest, particularly HubZone companies. All information received in response in to this notice will be used to determine the appropriateness of any small business set-aside for this requirement.

D. Place of Performance:

Service Area: Throughout the Continental United States (US)

The area(s) or region(s) serviced may occur either with a phased approach over a period of several months to a full year. Alternatively, the Contractor shall perform the entire transportation function upon full funding. For example, the following two circumstances may occur: (1) The contractor could initially provide transportation services only in the Southwest Region of the U.S. for those juveniles who are apprehended in the state of Texas; or, (2) The Contractor may be required to provide transportation services for all juveniles who are in DHS custody throughout the continental U.S.

E. RFI Purpose/Requirements

The purpose of this RFI is to obtain market information and capabilities for planning purposes and to determine appropriate strategies to meet the Agency's requirements. This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a commitment for an RFP in the future. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. Responders are advised that the Government will not pay for any information or administrative cost incurred in response to this announcement and information submitted in response to this RFI will not be returned.

FCTP.............you will not have a discussion with Amanda.   She tends to be just like Obama.  She said it was a certain way and no matter what you come up with to prove her wrong, she keeps right on hammering the nail in the same spot over and over.  In the mean time, she has done what she does every single time she shows up (she indicated a while back she watches to blogs that have comments), and then, she comes in and does the same thing over and over and everyone who does not want to be bothered by a liberal nut job leaves.  She has accomplished her goal, because we are the last ones standing at this point :).  These nuts are on every site where I blog, but mostly they get nailed because they are vastly outnumbered and no one puts up with their crapola.  Here, people just leave which must be her goal since no one ever agrees with her!

An offer was made to give himself permission to send these children back and HE refused it.  He wants this to continue until he gets his way which is NOT going to happen.  In the mean time, since he doesn't give a care about these children dying, they will keep coming and keep dying and being maimed and raped and sold into slavery.  It is a crisis of the current executive branch's making and since they never negotiate anything, it will continue because what he wants is not in the best interests of our country..............and most of what he wants isn't in the best interests of this country.  Dead children are now washing up on the river banks in Texas, children are losing limbs trying to jump on the train coming up through Mexico and some are being killed, and your feckless leader is going to the Cape on yet another very expensive vacation at the expence of the taxpayers.

No new laws are needed, then we can just follow this law that was passed by a voice vote in the House and unanimous consent in the Senate and signed by Bush. But don't complain about the situation if you are happy with the law. Mexico is the best solution, but we are going to have to help them deal with it. Senator Dianne Feinstein, the California Democrat who helped write the measure, said the White House does not need new power to act. “That law already provides the administration with flexibility to accelerate the judicial process in times of crisis,” she said. “The administration should use that flexibility to speed up the system while still treating these children humanely, with compassion and respect.”

So Amanda, your reasoning about needing more laws to resolve this are not correct.

As I suspected (and think others did as well), Obama has been planning for this little fiasco for a while now and knew it was coming.  Wouldn't surprise me at all to find out he is in cahoots with the Mexican president and the little tin dictators in South America over the threats they are making now to flood our country unless congress passes the immigration bill (that Obama wants of course).

Corrine, I also thank you for contributing your comments.  Very nice of you.  The article you found was similiar to the one that seems to have disappeared.  My concern about this is that up until now, the law has not been a stumbling block, but all of a sudden, himself can't do something because it violates a law?  He has not been deporting people even when it was called for, but in this case, he must do this.  It really has nothing whatever to do with being my brother's keeper or maybe it does.  If we do not send these children back, 2 or 3 times that many will be set on their way making the same journey and many will be abused, sexually exploited, perhaps sold into sex slavery, and so many of these babies will die.  For some reason, many can't see this.  What you say about us not being able to take care of ourselves right now is true.  More cuts are being made in our military at a time when we are in grave danger from some many things and our open border makes it even worse, so we truly do not have the money to do this, but we must to stim the tide of children who parents seem not to realize the immense danger they are putting these children in (or perhaps they are being sold a bill of goods by the folks that want to be paid to transport them).  It is sad all the way around.

Pat,  I don't know why I wasn't able to open your attachment.  What came on my screen was that the page was no longer available.  Seems like that is from an outside source to cause that interruption.

I, too, found Hannity's program well worth watching last night.  His program offered so much in terms of all of those that are dealing with this human invasion of our homeland and the many issues that are being dealt with.  To learn that there have been 624,000 incidents to landowners on our side of the border in the past 6 plus years that range from all types of human misery and death, is something that has gone unreported by our news sources and another reason why all Americans should pay attention now to what is going on and contact our elected leaders.  This is just NOT ACCEPTABLE!  Lawless ness and jeopardizing our citizens/national security is something that needs all of our attention.  If the President of our country chooses not to go to the border and see and understand first hand what is going on.  How about loading up planes of Congressional members for a "field trip" to our southern border.  It appears to me that Governor Perry make a good "tour guide" and has first hand information that he wants to share.

I've been following the posts on here with interest. I keep thinking of the scripture verse, 1 Timothy 5:8,  But if anyone does not provide for his own, and especially for those of his household, he has denied the faith and is worse than an unbeliever.

There obviously is a personal application for Christian families, but this could be expanded to include our country. Our country, leaders and citizens have committed so many scriptural violations, it is not rocket science that as Americans we are having so many problems. We are suffering the consequences of sins. We as a country cannot even care for our own people in an appropriate and productive manner, how can we possibly care for those who come in from the outside? You've heard the saying, the heart has to feed itself before it can carry nourishment (oxygen) to the rest of the body. This is based on the same principle. This doesn't mean sacrificing ourselves, it means taking care of ourselves so that we have the strength and resources to take care of others. We cannot give what we do not have. We cannot afford, spiritually, physically, mentally, materially and financially to take care of those who are coming into our country illegally. Period. We need to clean up our own mess (that means taking responsibility for our own failures) and do what God has called us to do in our own personal lives, and get our own Country in order (God's way) before we can become a safe haven for those who are seeking refuge legally. Our leaders are spewing their moral filth into other countries, supporting terrorism, etc. 2 Chronicles 7:14 also comes to mind. I have had such a burden for our Country and where it is heading. Money is not going to fix it. More things are not going to fix it, passing more laws that will purposely be broken it not going to fix it. Prayer, repentance and obedience to God, that's what will fix it. We keep looking for mankind's tools and ways to fix the brokenness, when it is a spiritual problem to begin with. That doesn't mean we cease to stand up for what is morally right. We need to be the LIGHT to dispel the darkness. We need to speak the TRUTH (God's Word) to destroy the LIES of the evil one and those who are believing the lies. I'm praying for revival.....
