Action Items for Common Core. FLORIDA


This is a critical week for work to stop Common Core in Florida and so many people have been hard at work for our children. Please make every attempt possible to make contacts as defined below. Our elected officials in Tallahassee need to hear from us.

LAND O’ LAKES — With questions and concerns brewing about Common Core State Standards, state Sen. John Legg is hoping to pinpoint just what the problems are.
Legg, R-Lutz, a supporter of Common Core, is asking Floridians to review the new education standards on the Florida Senate website and send him an email with comments, suggestions or concerns. He asks that residents specify which standards interest them.
The text of the standards can be viewed via the Education Committee page of the Senate website at www.flsenate.gov or on the state Department of Education website at www.fldoe.org/schools/ccc.asp.
Math and language arts are the only subjects for which standards have been developed for so far.
Legg is chairman of the Education Committee, and his email address is legg.john.web@flsenate.gov.
Common Core State Standards are national standards that have been adopted by 45 states, including Florida, and the District of Columbia. Proponents say the standards provide more depth of learning and will better prepare students for college, the workforce and competition in a global economy.
A growing number of critics say the standards aren’t as rigorous as proponents claim and represent a federal intrusion into what should be state and local decisions about education. Some opponents express concerns that data collected could violate student privacy.
Among the critics is a group called Florida Stop Common Core Coalition, which argues that Common Core will “harm the quality of education in Florida, violate our children’s, families’ and teachers’ privacy rights, deny state sovereignty and local control, and be unsustainably expensive.”
The standards already are being phased in and are to be fully implemented in the 2014-15 school year. Among the supporters are President Barack Obama, Florida Gov. Rick Scott and former Gov. Jeb Bush.
U.S. Sen. Marco Rubio is among those who oppose Common Core.
The standards specify the mastery of a subject students should be able to demonstrate. For example, one of the sixth-grade standards for language arts says students should be able to “determine the meaning of words and phrases as they are used in a text, including figurative, connotative and technical meanings.”
One of the third-grade math standards says students should be able to “use place value understanding to round whole numbers to the nearest 10 or 100.”
Legg has said he often hears complaints about Common Core. But, he says, when he asks people to review the standards, they can’t point to anything to which they object.
Pasco County School Board members say they are concerned that misinformation is being spread about Common Core. They plan a workshop Oct. 1 to discuss the standards. In addition, in an effort to educate the public about Common Core, the school district is preparing a brochure and has videos on its website.
Superintendent Kurt Browning told the board Tuesday evening that the district’s transition to Common Core is “hard work” but that he is convinced it’s the right thing to do.
“Next year, with full implementation of Common Core, it will be worth it all,” Browning said.

Response to Governor Scott's Executive Order and Letters

Governor Rick Scott issued the following documents today in response to the many problems with the Common Core standards, aligned tests, data collection system, and accountability system:
  1. A letter to Secretary of Education Arne Duncan terminating the fiscal agent relationship with PARCC;
  2. A letter to Florida State Board of Education chairman Gary Chartrand detailing the governor's requests regarding public input on the standards, ceasing use of the national text examplars of the Common Core standards, the termination of the PARCC fiscal agent role, and the selection of a new state assessment; and
  3. An executive order detailing parameters to deal with the issues of the assessments, school accountability, teacher evaluations, and data security.
The Florida Stop Common Core Coalition heartily commends the governor's efforts to hear the concerns of Florida parents and citizens about the many problems with the Common Core system of standards, aligned assessments, and data collection.  These include issues regarding quality; state and local control; parental rights; the teaching, testing, and data collection of psychological parameters; and cost.  We thank Governor Scott and look forward to working with him, the legislature, Commissioner Stewart and the State Board of Education to:
  1. Make sure that the Common Core standards are changed to become Florida's standards after being reviewed by outside experts and the public with real input so that they truly are rigorous, internationally benchmarked, developmentally appropriate, locally controlled, with parents having a say in standards and curriculum, and do not promote the teaching of psychological attitudes and beliefs;
  2. Insure that Florida does not lose control over its assessment again by choosing a national "off the shelf" assessment still aligned to the national standards or federal model curriculum; that Florida completely withdraws from PARCC and not merely its role as fiscal agent; it is truly Florida's assessment based on Florida's standards instead of the national Common Core standards with state comparability already achieved through the National Assessment of Educational Progress; and that any testing of psychological or attitudinal parameters in the academic assessments is strictly prohibited;
  3. Change the law to make sure student, family, and teacher privacy is truly protected not only via the data security issues mentioned in the governor's executive order, but that the type of data collected does not include non-academic political, religious, medical, psychological, biometric, or social data.

A broad consortium of organizations opposed to Common Core will be holding a press conference on the 22nd floor of the capitol building at 11:30 AM on Wednesday, September 25th to discuss these issues and pending legislation.

This is what I heard at a Common Core meeting about the money. Not 100% sure it is right.

That if CC is stopped, the money spent to date does not have to be paid back but unspent money goes back to the Feds.

I just received this.  While it may be one step I still have many concerns about the curriculum and how all of this wraps together. I will send this on to the experts and seek their input. I know that this sounds good, but the devil is always in the details.

Scott to announce Florida is abandoning PARCC testing

Gov. Rick Scott is expected today to tell U.S. Education Secretary Arne Duncan that Florida is withdrawing from the testing system designed to evaluate the new Common Core standards in schools, which rattles former Gov. Jeb Bush’s defense of the nationwide program in his home state.

Scott plans to send a letter to Duncan announcing that Florida will no longer take part in the nationwide Partnership for Assessment of Readiness for College and Careers (PARCC) testing, according to those briefed by Scott’s office in the matter.

State legislative leaders earlier this summer also said they wanted to back away from the PARCC and develop a Florida-only testing system.

The Florida Board of Education, meeting in West Palm Beach last week, ordered state Education Commissioner Pam Stewart to start looking at what it would take to develop a state-only system in time for 2014-15, when Common Core is set to be fuly implemented in Florida.

Scott will echo this request to Stewart in a second letter today. He also will reiterate his support for Common Core, despite calls from critics for Florida to abandon it.

Scott, who earlier said he supported Common Core and huddled recently with Bush and other backers, has been mostly quiet on the subject in recent weeks.

Meanwhile, opponents from the political right and left have been calling for the state to withdraw, blistering Common Core either as government overreach or another step toward “teaching to the test” in schools.

Scott today also is expected to issue an executive order, setting the framework for state education officials to enact his policy switch.
