 he City Council, released her memorandum as to how the HRO would cours
 e its way through the legislative process.\nAs I said before, there is
  very little time for public input, only two City Council meetings and
  one meeting for  each of the three Standing Committees.\nTRULY....THI

 n1) Public comment will be allowed, during the second public comment p
 eriod....this will be at the end of of the night.....could be a very l
 ong night! Alloted time for each speaker is 3 minutes.\n2) Public comm
 ent cards will be a special color. You  will be asked to indicate your
  position (for, against, undecided).\n3) Each Standing Committee Chair
  can decide how  they will handle their meetings regarding public comm
 ent.\n4) Public comment will be allowed at the Jan. 24th  meeting.\nDe
 corum is very important....even if the other side  does not honor it (
 never have); Decorum: As President, it is my responsibility to make  s
 ure that we have a fair, civil and orderly  debate, and to insure that
  members of the  public respect the rules of decorum in Council  Chamb
 ers. Civil discourse is a key pillar of  our society and this discussi
 on should reflect  that understanding. Council Rules are clear  on dec
 orum and these rules will be followed.  No demonstrations of agreement
  or  disagreement- applause, signs, cheering or  standing will be allo
 wed in Council Chambers  unless requested by the President. Only one  
 speaker at a time will be allowed to approach  the podium. All remarks
  shall be addressed  to the Council as a body and no personal or  impe
